英国の総選挙: 保守党は勝たなかったが労働党が勝ったわけではない。そして結果は「想定外の最悪」だ。

「コービン労働党の躍進」という《物語》のほうがウケがよいだろうが、当ブログはそういうことは語らない。「コービン労働党の躍進」は嘘ではないが、現実を見る上ではトイレットペーパーくらいの役にしか立たない。これまで保守党以外の選択はないと考えられてきた選挙区がいくつも（最終的にはあのケンジントンまでもが）赤くなったという事実を含め、今回の選挙結果は、「保守党め、ざまあみろ、わっはっはー」と笑ってクソを拭いて流すには役立つが、クソしたあとに履くパンツにはならない。そんなことは結果が全部出揃う前どころか、投票が締め切られて出口調査が公表された瞬間にはもう明らかになっていたことだ。

労働党の活動家は、今回のこの結果から最大限を引き出そうと「勝利」の方向付けをするのが当たり前だが（次につなげていくためにもぜひそうしてもらいたいと個人的には思う。大手メディアと保守党と、自党内のブレアライトを向こうに回してがんばった彼らの粘り強さ・強靭さは敬服に値する）、ただのウォッチャーならば、どこも過半数を取らなかったhung parliamentという結果を、ありのまま正確に読まなければならない。煽動は無用だ。

今回の総選挙では、テリーザ・メイの保守党は「過半数を制するという意味では勝てなかった」のであり、「負けた」わけではない。保守党は、過半数には至らずとも各党の中で最大の議席数を獲得した。しかも、2番目の労働党との議席数の差はとても大きい。55議席もの差をつけた、余裕での第1党だ。メイ個人は、「あんだけフカしといてこの結果かよ」という点で信頼を全部ドブに流したわけだから、彼女個人は「負けた」のかもしれないが、それは彼女が引き続き保守党トップの座にい続けることをとどめはしない（2010年総選挙の結果、保守党との連立に入りビジネス大臣となり、信頼を失って2015年の選挙で落選して、今回返り咲いたLibDemのヴィンス・ケーブルは「針の寝床を作ったのは彼女なのだから、彼女がその上に横たわらねばならない」として、「メイは辞任すべきでない」と言っている。これはEUレファレンダム後に、まさか実現するとは思っていなかったBrexitにびびったLeave陣営のトップがみな逃げ出したことへの当てこすりだろう）。仮に彼女が「負け」を公然と認めて保守党党首を辞任したとして、次に来るのは誰だ。ボリス・ジョンソン（この人は「英国上流階級版ドナルド・トランプ」だ）か。サプライズでジェレミー・ハントやマイケル・ゴーヴか。いずれにしても最悪だ。

労働党党首のジェレミー・コービン個人は「あいつでは選挙に勝てない」という党内からのdisを跳ね返してみせたが（本当に強靭な政治家だ。労働党は自身の党首に対して実にめちゃくちゃなことをしてきたからね。それをロシアで身動き取れずにいるエドワード・スノーデンがめっちゃ的確に指摘しているのを見たときにはお茶ふいたが……彼に見えていることが、労働党内の反コービン派には見えていなかったのだ）、「コービンの労働党」が「選挙に勝った」わけではない。そのことは、土曜日に連ツイしたものを、本エントリの下のほうに貼り付けておこう。

Brexitとその後のEU残留派の抵抗、激増するヘイト・クライム、次々と英国から出て行くEU圏の知識人たち、Brexitに賛同しない人を「裏切り者」扱いして吊るせ吊るせとばかりに野蛮な叫び声をあげるタブロイド、そしてそれとは関係なく行なわれるがムードを暗く重苦しくすることにだけは貢献しまくる「イスラム過激派」のテロ……そういったものの中にセットされた今回の選挙は、感情の選挙になるだろうと思ってはいたが、実際には私が思っていたのとは少し違ったふうに「感情の選挙」になった。若者たちが選挙に行って（印象論ではなく数値の検討がなされている。FTのグラフも参照）、若者たちはコービンが大好きだ。彼らの親の世代が享受してきた機会を奪った「年寄り」を、彼らは凌ごうとした。メイ陣営とエスタブリッシュメントがやっているように誰かをめちゃくちゃにけなすのではなく、ヴィジョンを持って「希望」を語るコービンを支持することによって。そしてそのようなコービンを支持したのは「若者」だけではなかった。マスコミが無視していたうねりは、実際には起きていたのだ。しかしそれは、「よい攻撃の形を作ってゴール前に攻め込むことはできているが、決定力に欠けている」と評されるサッカーチームのようなものだった。「この次につなげていこう！（でも今は勝てない）」

投票所の締め切りとほぼ同時に公表された出口調査の結果が「ハング・パーラメント」を予想し、多くの人々が「おおっ」とどよめいた。「保守党の多数による安定をさらに固めるため」に行なわれた解散総選挙が、「保守党の多数による安定」をもたらさない！ こういうのを英語では "interesting" という。

数時間していくつかの選挙区の結果が公表されると「出口調査は不正確なことが多い」、「保守党へのスウィングを過小評価している」といった観察・分析がTwitterでいくつも見られるようになったが、おそらくは事前にあまりにも「コービンはダメだ、コービンはダメだ」という情宣がやられすぎていた反動もあり、また最初に結果が出たのがイングランド北東部の工業地帯で、それらの地域では最近ではすっかり慣れっこになってしまった「労働党離れ」が食い止められている様子が伝えられていて、コービン支持者・労働党支持者・「コービンの労働党」の支持者のムード（私がTwitterで見ている世界は彼らの世界である）は明るかった。

でも、それでも、明るく見える出口調査の結果は、「労働党の勝利」には程遠いのだよ。保守党が314で過半数割れしていることはさておき、労働党はそれより50議席も少ない266という数値だ。（出口調査ではなく実際の獲得議席数は、最終的に、保守党が317議席、労働党が262議席だった。）

DB16juSUwAIGWZ3.jpg開票作業が進められるなか、Twitterの画面にはいつも以上に「感情」が横溢していた。あの選挙区で労働党が競り勝った。この選挙区でも予想を覆した。そっちでは保守党の現職が苦戦しているようだな。おお、現職の閣僚（それも内務大臣）が票の数え直しを要求した末、首の皮一枚での辛勝か。そして、開票開始から2時間ほどで、あのケンジントンが「労働党勝利」の予想だって? Twitter上で、並み居るジャーナリストたちがざわつく。保守党に近いジャーナリストやコラムニストは「Brexitを支持できない銀行家たち」の票だと指摘する。なるほどね、それにしても、根っから真っ青なケンジントンが赤くなるなどということを、誰が想定しただろう！ ケンジントンが赤い！ おい、カンタベリーが労働党だぞ！ シェフィールドではキャメロンと組んで過激なネオリベ政策を実行したLDのニック・クレッグが落選して、労働党候補が当選した！……いつまでも浸っていたいような、甘美な感情が言論空間に充満している。経済が専門のジャーナリストのポール・メイソン（元BBC Newsnightのビジネス・エディターで、2013年にチャンネル4に移り、現在はフリーランス）が「英国から人類へ――たった今、私たちはネオリベラリズム（新自由主義）を殺した」とツイートした。私も飲み込まれた。賭け屋は「ジェレミー・コービン首相」を真面目に扱いだしている。結果によっては、連立の組み方によっては、ありえなくはない。むしろ、ありうる……

しかしその高揚は、長続きしなかった。一瞬の夢だった。開票が始まってから6時間半ほど、日本時間の9日12時半には、「保守党が318議席、労働党が267議席、SNPが32議席、LDが11議席」という新たな予想・分析が出た。これでは労働党はどう連立しても保守党単独の議席数に届かない。第1党の保守党が、そのままマイノリティ・ガヴァメントということになるだろう。あるいは……

あるいは……いや、それはない。そうなったら最悪だし、それにそれは保守党の根幹的理念に反する。保守党が組むとしたらあの政党ではなく、あの政党のライバルだ。

だがそのライバル政党は、今回議席を獲得していないじゃないか。誰に遠慮する必要があるだろう。それにあの政党は10議席も獲得している――そう、このころには北アイルランドは全議席が確定していた。

「あの政党」とはDUP (the Democratic Unionist Party)、「ライバル政党」はUUP (the Ulster Unionist Party) である。

いつもUKの（というより "GB" の）国政選挙では "Other" 扱いの北アイルランドの諸政党が、今回いきなり、中央で大きな注目を集めることになった。

急にDUPが来たので、普段北アイルランドのことなどには関心を持ってないブリテンのジャーナリストたちや一般の人たちが一度に殺到したのだろう、DUPのサイトは落ちた。


この時間帯のウィキペディアのDUPの項は、ものすごいことになっていた。まだ保護されていなかったので、荒らされまくったのだ（今は保護されている）。

突然スポットライトが当たった北アイルランドの大半の人々（大半の人々はDUPを支持していない。DUP支持者より、DUP以外の政党の支持者や無党派のほうが多いのだ）は、おそらく笑いながら、死んだ魚のような目をしていたことだろう。



いやあ、ここでペイズリー・ジュニアの顔を出すのはどうなのかね。いまや彼は党内の非主流派で「穏健」派（マーティン・マクギネス死去に際する発言を参照）。ていうか「そもそもDUPの議員なんて誰も知らないから誰の顔を出しても同じ」ということなのか。IRAがIRAがと念仏のごとく唱えているDUPのウエストミンスターの長であるが、自身、LVFのリーダー（テロリストというよりサイコパスとしか言いようのない人物だった）と仲良くしていたナイジェル・ドッズの顔を、もっと知らしめるべきだと思うけど。

忘れてはならないのは、DUPは常にGFAには反対しているということ（1998年時点でGFAに反対したUUP議員が離党して加われる場だったのがDUP）。2007年以降のストーモント体制についても、DUPは「GFAではない。セント・アンドルーズ合意だ」というスタンスで正当化している。

フラナガンの所属するFGは昨年のアイルランド共和国総選挙で多数を取ろうとして失敗し、今はマイノリティ・ガヴァメント。今回の英国の総選挙にそっくり。与党が有権者をなめくさった選挙戦を展開してたこともそっくり。当時の党首エンダ・ケニーは辞任の意向を表明してから1年以上首相職にあった。

私が初めて広島を訪れたのは，原爆投下の22年後のことだった。街はすっかり再建され，ガラス張りの建築物や環状道路が作られていたが，爪痕を見つけることは難しくはなかった。爆弾が炸裂した地点から１マイルも離れていない河原では，泥の中に掘っ立て小屋が建てられ，生気のない人の影がごみの山をあさっていた。現在，こんな日本の姿を想像できる人はほとんどいないだろう。

彼らは生き残った人々だった。ほとんどが病気で貧しく職もなく，社会から追放されていた。「原子病」の恐怖はとても大きかったので，人々は名前を変え，多くは住居を変えた。病人たちは混雑した国立病院で治療を受けた。米国人が作って経営する近代的な原爆病院が松の木に囲まれ市街地を見下ろす場所にあったが，そこではわずかな患者を「研究」目的で受け入れるだけだった。
