さて、そのサヴィル報告書の公表で、「英国政府が事件当時の『ウィジャリー報告書』で公式見解として流布した《虚偽の説明》を、人々がみな知っている《真実》と置き換えること」という当事者の目標は（事件から40年近い歳月のあとではあったが）達成されたことになり、デリーの人々の意識・関心は、「では、このあとは」ということに移った。あの日に殺された13人（と、後にあの日の負傷に関連して亡くなった1人の計14人）のご遺族の中でも、その点で考え方は割れた。サヴィル報告書が出たことで「英国政府に《真実》を認めさせる」という目標が達成されたので、もう終わりにしようという人々もいた。一方で、13人（と1人）が不法な形で殺されたと認められた以上は、加害者に法の裁きを受けさせなければならないという人々もいた。（英国には「時効」はないので、1972年の殺人者は2006年でもそれ以降でも訴追の対象となりうる。）そのことは、サヴィル報告書公表を以て、毎年1月30日に近い日曜日にボグサイドで行なわれてきた「あの日をたどり、犠牲者を追悼するデモ行進」が終わることになったときに、議論されていた（現在は、ブラディ・サンデー事件の追悼イベントは、その機会に国家の暴力などについて考えるため幅広いテーマに沿って行なわれるレクチャーなどは従前どおりに行なわれているが、デモは「行進をしたい人たちだけが行進する」形になっているようだ）。
「終わりにする」か、「追求を続ける」か……大きく分けてこの2つの立場のうち、どちらが「正しい」かといえば、後者である。それが "justice" というものである。それを追求することは、当事者にとっては時として、とてもつらいことになる。事態が進展する見込みなどほとんどありはしないときに、その「正義」を求め続けるということは、起きてしまったひどい出来事が常にすぐそこにあるという状態をともなう。起きてしまったひどい出来事を「過ぎ去ったこと、過去」にして、自身は先に進む (move on) ということが難しくなる。だから、「正しさ」とは別に、「もう私は終わりにしたい」という心情があることもまた、当たり前のことだ。しかし、その心情を前提にしてしまうことは、間違っている。サヴィル報告書公表時の英首相（英国政府の代表者）の、英国政府の非を認める言葉は、rule of lawの観点から「終着点」ではなく「出発点」になるべきものだ。

同じ声明で、当時の英首相デイヴィッド・キャメロンは、"For those people who were looking for the Report to use terms like murder and unlawful killing, I remind the House that these judgements are not matters for a Tribunal - or for us as politicians - to determine." とも言っている。ブラディ・サンデー事件の真相究明運動とよく似た過程をたどった「ヒルズバラの悲劇」の真相究明運動では（両事件の類似についてはデリー・ジャーナルも指摘している通りである）、ブラディ・サンデー事件とは異なり、（「パブリック・インクワイアリ」ではなく）「事件当時の司法手続きのやり直し」が進められ、「コロナー・インクェスト（死因審問）」という司法制度上の手続きで《虚偽》が《虚偽》として確定された（2016年4月）ため、その場で "unlawful killing" という言葉で「警察に過失があったこと」が認められた。しかしブラディ・サンデー事件については、その言葉が出てきていない。
その言葉を得るには、また、司法の場で手続きをとる必要があるのだ。
キャメロン首相（当時）の、解釈の余地がないように厳格に組み立てられた声明が出され、サヴィル報告書が一般に公開されたあと、一般的報道で伝えられるのを見ていた限り、軍の側では相当に強い抵抗があったようだ。北アイルランドで従軍した軍人の中には、その後、英軍の幹部になった人も多い。2003年のイラク戦争時に陸軍CGS（参謀総長）だったサー・マイク・ジャクソン（2006年に退役）は、1972年1月30日のデリーで発砲を行なったパラシュート・レジメント第一大隊（通称「1パラ」）の一員で、あの日実際に作戦司令部にいた（兵士たちがいる場所に到着したときにはもう発砲は終わっていたというが）。このため、サヴィル・インクワイアリにも呼ばれて証言を行なっている。当時は今のようなネット上の情報環境はまだなく、それどころか「ブログ」の普及以前で新聞社の記事にもコメント欄はほとんどついていなかったと思うが、そういった環境で私が見ることができていた範囲（つまり「基本的に新聞記事のみ」といってよい。ただし北アイルランドに関してはSlugger O'Tooleという偉大な開かれた言論の場もあったが）でも、軍の側からの、いわば「昔のことで、参謀総長を突き上げるなど、何事か」という内容の反発はかなり強く感じられた。当時Twitterなんかがあったら「参謀総長を呼ぶなど、IRAの思う壺」みたいな極端な言説が、鳴門の渦巻きもおとなしく見えるレベルで、ネット上に渦巻いた（渦巻いて見えた）ことだろう。（ちなみに、サー・マイクを初めとする大物の軍人とサヴィル・インクワイアリに関しては、ウィキペディアの項目内に端的な説明がある。）
ともあれ、そんな感じで、個人的には「報告書の公表と首相の謝罪で、すべてが終わったことにされるのではないか」という気がしていた。それは「冷静な分析」ではなく、「どうせまたそういうことになるのだろう」という猜疑心のようなものだったが、北アイルランド紛争の中でも特に真相究明の必要性が高い武装勢力と当局（警察、情報機関）との癒着・結託という問題が関わる諸事件に関してのパブリック・インクワイアリーの開催を勧告したコーリー・インクワイアリーのあとで何が起きたかを振り返れば、そのような猜疑心がまったくの無根拠の陰謀論的なものではないということはおわかりいただけるだろう。

最初の記事は、2012年7月5日付けである。Police launch Bloody Sunday murder inquiry との見出しで、警察が刑事事件（殺人事件）として捜査に着手したことが報じられている。
UTVのサイトでは、この記事を親記事として、その後7件のアップデートが重ねられている。2件目は、PSNI（北アイルランド警察）が「捜査には何年もかかるだろう」との見解を示していること、続いて3件目は、事件被害者遺族が「正義 justice を長い間待ちわびてきた」ことを報じ、そのほか保守党の政治家が「そんなのやったって無駄無駄」ということを発言していることとか、デリーというか「ロンドンデリー」ではおなじみのDUPのグレゴリー・キャンベルが、またもや「膨大な費用ガー」という念仏（キリスト教原理主義者だから「念仏」ではないんだけど）を唱え始めたことなどが、警察の捜査決定の報道と同日に立て続けに報じられていることが確認できる。
その後、2013年2月14日（何という日付）には犠牲者遺族に一律5万ポンドの賠償金を出す（から、それで手打ちにしたい）という申し出がなされたことが報じられ、直後に遺族が「バカ言わないでください。カネの問題ではありません」という反応を示したことが報じられている。
2013年9月には、ブラディ・サンデー事件当時の英軍司令官だったテッド・ローデンが、ケニアのナイロビに住む息子を訪ねて行っていた際、武装強盗犯に撃たれて死亡したことが伝えられた。73歳という年齢での不慮の死だった。
2013年10月20日には、サンデー・タイムズの報道を参照する形で、事件当時の軍人、最大で20人が、殺人、および／または殺人未遂で逮捕対象となるということが報じられている。記事内で、国防省（つまり軍側）が対象となる元軍人たちの代理人となる弁護士を雇い始めているというこの記事に続き、UTVではBloody Sunday killings were ruled 'unjustified' , および、 'Possible' Bloody Sunday troops 'may be prosecuted' という短い記事も出している。詳細は、元のサンデー・タイムズの報道（記事内にリンクあり）を見ないとわからないが、要は、「刑事事件化するというのは、ガチですよ」ということだ。これに対し、「政治的動機ガー」といつもの人が言っているという記事もある。（まったく、グレゴリー・キャンベルといいパトリック・マーサーといいリチャード・ケンプといい、「いつもの人」しか発言者はいないのだろうか。）
この「刑事事件化」の伸展が報じられたのは、さらにその2年後、2015年11月のことだ。遅々として進まない捜査に遺族が苛立ちを表明していたことも、逮捕を報じる下記のガーディアン記事には書かれているので、全文を参照されたい。

Detectives in Northern Ireland investigating the Bloody Sunday shootings in 1972 have arrested a former British soldier in County Antrim.
The Police Service of Northern Ireland’s legacy investigation branch said he was 66 years old. He would have been 23 at the time of the shootings.

The soldier arrested is understood to be a former member of the Parachute Regiment, who was known during the government-commissioned inquiry undertaken by Lord Saville simply as Lance Corporal J.
He is being questioned specifically about the killings of 15 year old William Nash, Michael McDaid, 20, and John Young, 17, in the 1972 massacre. The retired soldier is also suspected of the attempted killing of William’s father Alexander.

The retired soldier was formally arrested in Antrim police station. It is not clear whether he is from Northern Ireland or had previously been invited from England for questioning.

The seven former paratroops have asked the High Court to stop them being arrested and brought to Northern Ireland.
A lawyer for one of the paratroops told the court the challenge revolved around where they would be interviewed.
Lord Chief Justice Lord Thomas said it was a "wholly exceptional case".

「外国への身柄引き渡し」なら、まあわからんでもないというかよくあることだろうとは思うが、北アイルランドは「外国」ではない。UKの一部である。つまり、国内で、軍人が上官の指示に従って（民間人を一方的に「テロリスト」と決め付け、それを前提として）何人も背中から銃撃して殺しておいて、警察に取り調べられることは拒否する、ということが通ってしまったのだが、その理由が、実によくわからない。究極的には「連合王国とは何か」と問わざるをえなくなる。
ともあれ、高等法院のこの裁定で、イングランド＆ウェールズにいる元兵士たちが、北アイルランド警察（PSNI）に逮捕されて取り調べを受けるということを拒否できるということになったわけだが、その後もPSNIによる捜査は続けられていた。あるいは「続けられてはいた」と書くべきだろうか。
その捜査での、元兵士たちへの聞き取りが終了したということが、2016年8月19日にいっせいに報じられた。これで事態は警察から検察（PPS）に移る。実に、サヴィル報告書公表（2010年6月）から6年2ヶ月あまり。

The police have finished interviewing former soldiers as part of their investigation into Bloody Sunday.
Thirteen people were shot dead in Londonderry on 30 January 1972, and a 14th victim died later, after troops opened fire on a civil rights march.
A report is now being compiled, which will be sent to the Public Prosecution Service (PPS).

An investigation into the events of Bloody Sunday was set up by the PSNI’s Legacy Investigation Branch.

The commanding officer of the paratroopers, Lieutenant Colonel Derek Wilford, disobeyed an order from a superior officer not to enter troops into the nationalist Bogside estate; while Lord Saville found his superior, Brigadier Patrick MacLellan, held no blame for the shootings since if he had known what Col Wilford was intending, he might well have called it off.
No blame was placed on the organisers of the march, the Northern Ireland Civil Rights Association.
Neither the UK nor Northern Ireland governments planned or foresaw the use of unnecessary lethal force.

Prosecutors are to consider the case against former soldiers after detectives finished interviewing them about the Bloody Sunday atrocity.
The deaths of 14 civil rights demonstrators in Londonderry after paratroopers opened fire in 1972 are being reinvestigated by police after a public inquiry found the victims innocent.
Relatives of those killed want to see offenders prosecuted, a spokesman for the families said.

One of the soldiers that due to be questioned over the Bloody Sunday killings has died.
The news was revealed as families of those killed and wounded on January 30, 1972 by members of the British Parachute Regiment received an update on the murder investigation from the PSNI this week.
In a statement from the PSNI the family liason officer for the relatives of the victims wrote: “I have today been informed of the death of one former soldier who was scheduled to be interviewed. I am not in a position to name or identify this soldier but have notified the immediate family of a deceased on Bloody Sunday that a soldier linked to the death of their loved one passed away prior to interview.”

The statement also confirmed that to date a total of 15 soldiers have now been interviewed by police in relation to the killings and that a further two soldiers are to be interviewed under caution in the coming weeks.
The PSNI statement also said: “As further interviews are scheduled I am not in a position to confirm which soldiers have been interviewed to date. Once the remaining two former soldiers have been interviewed, it will be my intention to update all families as to the progress of the investigation.”

The PSNI has informed a relative of two Bloody Sunday victims that it is not yet in a position to tell them when files into relation to the soldiers responsible for the killings will be passed to the Public Prosecution Service (PPS).
Whilst the interviews under caution of soldiers who were present in Derry on January 30, 1972 were completed last month, as yet no information in relation to those intreviews has been forwarded to the PPS.

そのエイモン・マッカンら、デリーの人々による真相究明運動とサヴィル・インクワイアリーを、デリーの内側から記録したドキュメンタリー映画『デリー・ダイアリー』(2006年) （マーゴ・ハーキン監督。ハーキンさんもあの日あの現場にいたデモ参加者のひとりで、当時は画学生だった。あの事件で彼女は絵画から、「映像による記録」へと方向性を変えた）は、2008年に東京で開催された「北アイルランド映画祭」で上映されたときには、サヴィル・インクワイアリーが開始され、進行し、証人による証言の聞き取りが終わった段階まで（正確には、その後、報告書の完成を待たされている段階まで）で終わっていた。ハーキンさんは、事態が進展すれば付け加えるべきことも出てくるだろうとおっしゃっていたと思うのだが、実際、映画には2010年の報告書公表の部分が付け加えられて「ファイナル・バージョン」としてアップデートされている。
この先、さらにアップデートされることがあるだろうか。あるいは、記録映画の「パート2」が作られることは。
エイモン・マッカンは、今回の「警察の聞き取りが終了した（が、検察への書類の提出はまだ行なわれていない）」というデリー・ジャーナルの記事で、次のように述べている。
People Before Profit MLA, Eamonn McCann said: “The news that all the former British soldiers associated with Bloody Sunday have now been interviewed under caution marks another milestone on the long match towards the truth about the Derry massacre.
“The interviews with the surviving soldiers were completed last month. The Families shouldn’t have to hang on any longer. The PSNI had estimated that the current investigation would take four years. Four years have already passed.
“The PSNI team has had a preliminary consultation with the Public Prosecution Service in the last few weeks.. The next step will be for the PPS to look at the final report from the PSNI investigators and make a recommendation as to whether charges should be brought.
“The end of the Bloody Sunday saga may not be near, but it is at last in sight. Massive credit is due to all the Family members who fought so hard for so long, sometimes in face of political indifference.”

それら「ご家族の皆さん」の中でも中心的な役割を担い、デリー・ジャーナルの記事で北アイルランド警察への問い合わせと返信のことが紹介されているケイト・ナッシュさんの言葉は、ベルファスト・テレグラフでも20日付で、非常に目立つ形で取り上げられている。実際の紙面では、ほかの記事と合わせて1つの大きなセクションを構成していたのだろうか、記事はとても短い。

Kate Nash, whose brother William was killed and father Alex was wounded during the civil rights march in Derry in 1972, said: “We have been thrown many hurdles along the way of this investigation, but we have passed them all and it was with a sigh of relief that I was given the news that all of the soldiers have now been interviewed.
“We can look ahead now to the day when the soldiers are in court facing prosecutions over the deaths of our loved ones.”

なお、20日付のこのBelTel記事の細部は、19日付の報道とは少し異なっている。
In total, eight soldiers were quizzed, but not under caution, and the interviews took place in England after the High Court ruled the troops should not be arrested or brought here.
Seven former paratroopers took the action after Soldier J, who lives in Northern Ireland, was arrested and taken to Antrim police station for questioning about the deaths of William Nash, John Young and Michael McDaid and the shooting of Alexander Nash, who was among the injured.

つまり、警察が話を聞いた元兵士は合計で8人（うち1人は、北アイルランド在住で2015年に逮捕された「兵士J」ということか）。警察はその人々を尋問はしたが、under cautionではなかったということで（でもエイモン・マッカンMLAには「under cautionだった」ということで話が伝わってるんだよね）、「取り調べ」と呼びうるものかどうかは微妙かもしれない。
だが、本稿は19日の報道の時点で書き進めていたものを、ぐずぐずと時間をかけて23日にアップしているので、19日に書いた「取り調べ」という文言はそのままにしてある。そのように伝えられていたということは記録しておくべきだと考えている。
北アイルランド警察がプレスリリースを出すなり何なりしてくれてればいろいろ確認が取れるのだが、この件についてはスルーしているようだ。現時点（23日）で警察のサイトにアップされている「ハミルトン警視総監のステートメント」は、「警視総監のTwitter上での発言が炎上している件」（※超訳）とかいう、失礼ながらかなりどうでもいい話である。関係ないが、この「炎上」の件は各メディア、おもしろがって記事を掲載しているようだ。例えばガーディアン掲載のPA記事を参照（こういう「内輪でなら通用すると考えられる物言い」をTwitterのような場に「さらす」のは、危険っすよね、っていうことで関心が高いのだろうか）。
