北アイルランド、IMC状の武装勢力監視機関のメンバーが告知された。

はてなブックマークの「コメント一覧」を非表示にしているだけで「誤訳が〜」とか「誘導が〜」とか「罪深い」とか言われてて、極めてばかばかしい状況だが、北アイルランドでのこの動きについては日本語で少し書いておこうと思う。あとから自分で検索できるようにしておくことが目的であり、別に誰かを「誘導」したいわけではないし、「誘導」などという高度なことをする技量も知識も私にはないことをお断りしておく。

5月と8月の2件の殺人事件で、「IRAがまだ存在している」ことが（今更のように）問題視され、UUPがストーモントの自治政府から大臣を引き上げ、特に英国政府に対してあれこれ交渉をした末に、DUPも財務ポストを除外して大臣は引き上げ、ファースト・ミニスターはピーター・ロビンソンが一時引っ込んで (step aside) 財務大臣が代行として兼任するというかなりアクロバティックなことをやるという形で、ストーモントの自治政府は「生命維持装置につながれている状態」にある。

この局面を打開するために、2004年から2011年まで北アイルランドの武装組織の活動を監視していたthe Independent Monitoring Commission (IMC) のような独立監視組織を新たに立ち上げようということで話がまとまったようで、先ほど、英国政府のテレサ・ヴィラーズ北アイルランド担当大臣によってそのメンツが告知された。

Three independent reviewers of a forthcoming factual assessment from the UK security agencies and the PSNI on the structure, role and purpose of paramilitary organisations in Northern Ireland were appointed today by Secretary of State Rt Hon Theresa Villiers MP:

Lord Carlile of Berriew CBE QC
Rosalie Flanagan; and
Stephen Shaw QC

Collectively, they have an in-depth knowledge of security issues, legal expertise, an understanding of Northern Ireland politics and political structures, as well as credibility and standing from across the community.

ロード・カーライルは1948年生まれ。職業は法律家（QC）で、80年代から90年代にかけて下院議員として活動したLDの政治家でもある。北アイルランドとのかかわりでは、2001年から2011年の英国のテロリズム関係法（テロ法、カウンター・テロ法など）のインディペンデント・レヴュアーだったこと（2001年のテロ法は、策定時はまだ9-11前の、アイリッシュ・テロリズムを前提としたものだった）があり、2007年以降、北アイルランドのナショナル・セキュリティ面での整備状況についてのインディペンデント・レヴュアーをつとめている。LDでの紹介のページは下記。

というわけで、ロード・カーライルは「テロリズムについて専門的な知見がある」のだが、ほかのお二人についてはそこは微妙なのかもしれない。むしろ、ほかのお二人のプロフィールを読んで、「今も残っているが、アーミー・カウンシルによる指揮系統はもはや機能しておらず、舞台から去っており、つまりthey have gone away you know! な存在になったIRA」とはどういう性質かというのが見えてくるような気がするわけで。

Rosalie Flanagan is a former Permanent Secretary at the Department of Culture, Arts and Leisure. She had previously been Director of Executive Services in the Office of the First Minister and deputy First Minister, a position Ms Flanagan held from 2002 until 2010. She has also worked at the Department of Finance and Personnel.

Stephen Shaw QC has been a Senior Counsel in Northern Ireland since December 2001. He was called to the Northern Ireland Bar in 1980. He has concentrated on commercial, chancery and public law work, embracing strategic advice as well as litigation, arbitration and mediation. He has acted for banks, public companies (plc) and private business, as well as local and central government.

今回の監視機関（パネル）は、（警察などによって?）作成されたアセスメントを独立の立場でレヴューする。そのアセスメントは10月半ばまでに公表される。
