ものすごい虚報とその撤回についてのメモ（「イスラエルのダム」）

南アフリカの諜報機関からリークされた文書を絶賛大報道中のアルジャジーラ・イングリッシュで、奇妙なことが起きた。「イスラエルがダムを決壊させ開放し、ガザ地区に洪水」という記事を出したが、「そんなダムは存在しない」と人々に指摘されて、記事を撤回した。

TLでイスラエルのエリザベスさんと、中東を拠点とするジャーナリストが会話してるのを見て知った。

FacebookやTwitterでの言及件数も非常に多く、Redditでも（上のキャプチャでは数値が入っていないが）77件ある。

記事下のコメント欄はそのままになっていて、ここが、何というか、「いつもの光景」ではあるのだが……いや、でも英国や米国の新聞のサイトのイスラエル／パレスチナについてのコメント欄よりは理性的で理知的（これでも）。

で、コメント欄をざっくざっくと掘っていくと、何があったのかが見えてくる。

どうやら「AFPが虚報し、AJEも虚報した」ということのようだ（両者の虚報の間につながりがあるのかどうかは、それぞれの記事が撤回されているのですぐには検証できない）。

虚報が出て、それが指摘されたのは23日である。

camera.orgのこの記事の上のほうは「AFPが過去にやらかした案件」について言葉数多く並べているだけの箇所なのでスルー推奨。

問題の虚報については:

Most recently, this week AFP posted a brief video ("Gaza village floods after Israel opens dam gates") claiming that Israel has deliberately flooded Gaza by opening dams. In fact, Israel has no dams that can be opened in southern Israel.

In the video, Ead Zino, a resident of Al-Maghraqa, accuses Israel: "Every four years there is a war but here in Maghraqa every year there is a flood. This water comes from Israel. This is political. All Israel wants is to destroy us."

In addition, AFP's caption at the beginning of the video is "Gaza village flooded as Israel opens dam gates."

AFP did not include any Israeli voice to refute the false charge.

Regarding the claim that Israel opened dams, thereby flooding Gaza, a spokesman for the Coordinator of Government Activities in the Territories (COGAT) told CAMERA:

The claim is entirely false, and southern Israel does not have any dams. Due to the recent rain, streams were flooded throughout the region with no connection to actions taken by the State of Israel. ...

ええと、AJEの撤回後のコメント欄で指摘されてたんですが、この「イスラエル南部には一切ダムは存在しない」というイスラエル当局者の発言も虚偽ですね（イエルハム・ダムがある）。「ガザ地区の近くにはダムは存在しない」というのは本当。

（よくあることですが、問題は "誰が嘘をついているか" ではなく、 "誰がどこまで「虚偽 something false」を語っているか" です。でもcamera.orgが「信頼できるソース」にならないのは、これをやるからなんですけどね。記述の信頼性が非常に低い）

そして興味深いのが、この「ダムを開けてガザ地区を洪水に」という虚報を流したのが、AFPとAJEのほか、ロシアのRTであるという点。

どうでもいいけど、ここら辺界隈深めに掘ると、今なお続いている「私はシャルリー」がいかに政治的な意図のあるものかが視覚でわかるのでオヌヌメ。

※なお、ガザ地区が洪水になっているというのは本当です。海に面しているのに、豪雨を処理できる十分なインフラが稼動している状態にないので、水が流れていかない。重要なのは、ガザ地区の洪水についてAFPやAJEやRTがどんな虚報をしているかではなく、ガザ地区が洪水になっていることですよね。気象情報を見てるわけじゃないからわからないけれど、最近の悪天候（エルサレムで積雪と報じられていたときの）のあとで、低地に一気に水が流れ込んだのかもしれません。ガザ地区には「ガザ谷 Wadi Gaza」と呼ばれる低地帯があります。

コール先生のところにあるけれど、普段あまり早まったような報道をしないパレスチナの通信社がソース。で、リンクはしないけど、同様の「ダムを開けて洪水」を書いてるネット上の記事を見ると、別の通信社がソースになったものもあり、情報の大元はガザ地区の Civil Defense Directorate で、ここはThe directorate, part of the Palestinian interior ministry in Gaza, fills a unique role. The ministry of health, along with the Palestine Red Crescent Society and other organizations, also field ambulances. But the directorate has sole responsibility for fire and rescue operations in the Gaza Strip. だそうで、洪水のときに救援活動を行なってる機関ですね。おそらく、イスラエル政府が敵視している「ハマス」の一部だろうと思います。

こうして、「一度間違った情報が流されたので、彼らの情報はすべて信用できない」などという流れにならなければよいのですが（シリア内戦ではそうなったし、そのような傾斜は意図的に生じさせられていた）。

どうでもいいかもしれないけど、ハアレツさん、もちついて。。。

さらに追記。「ガザ谷」について検索したら出てきた2013年のAl Monitorの記事。

Wadi Gaza is one of the main natural features of the Gaza Strip. It stems from the hills of the Negev and the southern highlands of the city of Hebron. It is about 105 kilometers [65 miles] in length, and it extends from the armistice line east of Gaza to the Mediterranean coast. The highest point of the valley reaches 30 meters [98 feet] above sea level, and the length of its path across the Gaza Strip spans 7 kilometers [4.3 miles], according to the Palestine News and Information Agency Wafa.

Not many citizens live on the banks of the valley anymore due to municipal neglect. Furthermore, the Palestinian families there live in constant fear that Israel will open the dams it has set up on its borders with the Gaza Strip, which would cause a major humanitarian disaster.

In January 2010, the Israeli authorities opened the dam of Wadi Gaza without prior warning. This led to the inundation of dozens of houses and the displacement of about 100 Palestinian families. At the time, Gaza’s Civil Defense announced in a statement to Maan news agency that it saved seven people who were drowning.

Fred Bleiha, an old shepherd who grass feeds his cattle every morning in the valley, said, “The area has transformed from a natural reserve that attracts tourists into a high-risk environmental disaster.”

……これ、根深いですね。ただの「虚報」じゃないですね。

ガザ地区の人々が「ダム」と呼んでいるものは存在するが、それをイスラエルは「ダム」と呼んでいないということですよね。実際に「ダム」の機能はないのかもしれませんし。

ガザ地区との境界線のところに、Nir−Amというキブツがあって、そこに貯水池があるんです。たぶんそこのことですね。

で、本質的な問題は、これが「ダム」であるかどうかではなく、そもそも仮にこの貯水池の水を全部外に出したしたからといって一帯を水浸しにすることが可能なのかどうかということでもなく、降水量が多くなると水浸しになってしまうという劣悪な環境の中で人が暮らしていかねばならないということのはず。

100年、200年前でもこのようなことになってたら治水工事が行なわれていただろうし、ましてや、現在の技術と必要な動力があれば下水設備は作れるし稼動させられるのに。。。ということは、ガザから常に伝えられている「人道危機」の一部です。

この「虚報」問題は、その大きな問題を「貯水池をダムと呼ぶバカどもwww」という話に矮小化してしまうおそれがあります。

In Gaza, the story of the dams has long been circulated as an explanation for why the central Gaza Strip floods during the winter. One Palestinian official, who spoke to BuzzFeed on condition of anonymity, said the rumor could be traced back more than a decade.

“It is easy to say it is dams, easier than saying that the problem is infrastructure − not having infrastructure, having bad infrastructure, having what little infrastructure Gaza destroyed each time there is way − that is the truth,” said the official, who spoke by phone from Gaza. He asked to remain anonymous as his statements did not coincide with those made by Hamas, which controls the Gaza Strip. “If we could rebuild Gaza, we could build a system that dealt with these horrible floods. But Gaza is in ruins, there is nowhere for the water to go, and each year it will be the same unless someone helps us.”

これは究極的には、「水」をめぐる支配と被支配の話では。。。と思います。そこに暮らす人々の精神の奥深くに刻まれた記憶の物語。

The U.N. says that more than 100,000 people remain displaced since the war, many of them still sleeping in makeshift tents. During this month’s unusually cold winter storms, at least three children in the Gaza Strip froze to death.

“The situation in Gaza is bad enough, it is misery,” said Muhamed Yasin, a 52-year-old father of five who currently lives in a U.N. shelter in Gaza. “I don’t know who is to blame for the flooding. But in Gaza we don’t need more people to blame. We need it to get better.”
