「痕跡を残さず、精神的、肉体的に人を破壊する」……「CIAの拷問」についての米上院報告書公開時の様子 (3)




「CIAの拷問に関する米上院報告書」について、1つ前のエントリの、さらに続き。引き続き、少し解説めいたものを補いながら、報道解禁時のTwitterのログを掲載していく。このログの元はTwilogにある。私の見ていた画面に滝のように流れてきたものの、ほんの一部（2割くらいか）だ。

私の見ていた画面には、ジョン・キリアコウへのサポートを呼びかけるツイートも多く流れてきた。キリアコウは「テロとの戦い」でCIAがウォーターボーディング（水責め）という手法の拷問を行なっていることを内部告発した元CIA職員で、現在獄中にある。アメリカの市民的自由を追求するNGOや、「アノニマス」などが彼の支援活動を組織しているが、今回は普段そういった活動には直接関わっていないジャーナリストからの言及もあった。例えば下記のサラ・ファースさんはロンドンのジャーナリストで、ロシア当局の現場介入にうんざりして、この春、ウクライナ情勢報道中にRT（旧称ロシア・トゥデイ）をやめた記者である。




「テロとの戦い」の時代を英語圏の情報に接しながら過ごしてきた方なら例外なく記憶しておられると思うが、米国のブッシュ政権下では「ウォーターボーディングは拷問か否か」論争という極めてばかばかしいものがあった。オバマ大統領になってあっさり「拷問です」と認められたときには、あの「論争」は一体何だったのかと、ちびまる子ちゃんみたいな顔になったものだが、ウォーターボーディングは古くから世界各地で行なわれてきた拷問手法である。「テロとの戦い」の文脈では、例えばケン・ローチの映画『ルート・アイリッシュ』などで再現されている。今年日本で公開された映画『レイルウェイ　運命の旅路』は、第二次世界大戦中に日本軍捕虜として拷問にさらされ、その体験を数十年後までずっと引きずっている元英軍兵士が、「加害者」の側の一員だった元日本兵との対面するという実話に基づいた（かなりフィクションに近い）作品だが、作中で若き日の主人公ローマクスを演じた俳優は、撮影で実際に拷問されていたという（医師が立ち会っていたそうだ）。

この「ウォーターボーディングは拷問か否か論争」（実際には「論争」になるわけもない「トンデモ」を一方的に言い募ることによって形式上「論争」にしただけだが）の最中、多くの人々が「拷問です」ということを書いていた。元軍人や軍事ジャーナリストもその中にいて、当時Wiredで軍事・安全保障欄をやっていたNoah Shachtmanもそのひとりだ。彼が2009年に書いたものが日本語化されている。
米中央情報局(CIA)の尋問者が、テロの容疑者を7日半の間ずっと眠らせないでおくことは無問題だ――2005年に書かれた覚書(PDF)の中で、ブッシュ政権下で働いていた法律家らは、そう主張している。

その理由は、「かなり長い間睡眠を断たれたとしても、身体的苦痛は生じない」からだという。法律家たちはこの主張の裏づけとして、多くの一流大学の研究者たちが行なった睡眠に関する研究を引き合いに出した。そして今、これらの研究者は、自分たちの研究があまりにもひどく誤用されたと発言している。

米国政府がグアンタナモでやっていたような音楽拷問や、ウォーターボーディングのような拷問を「拷問ではない」と強弁していた件については、この2009年のWired記事に簡潔に述べられている。実にあれは、まともな論争というより「とんち合戦」の領域であった。（この主張のベースを作ったのが、先ほどの記事の末尾にある1970年代の北アイルランドでの英当局の「実験」である。）
米国政府は、身体を損傷しない限りは拷問ではなく強度の尋問であり、拷問を禁止するジュネーヴ条約に違反しないと主張していた。

アメリカの大手メディアでは、とにかく、NYTが絶対に "torture" というワードを使おうとしなかった。妙な造語をこしらえてというか、「工夫した表現」（←「造語」をこのように言い換える）を一生懸命にひねり出していたが、それが呆れられ、また「風刺」のネタになった。ウィキリークスが2010年、「イラク戦争ログ」を公開したとき、Boing Boingではついに「ジェネレーター」まで製作した。

しかしNYTは本当に最悪だ。米国外のことについての報道は非常にレスペクトしているのだけど、米国内のことについての報道は本当にひどい。かつて、ジュリアン・アサンジ（ウィキリークス）が腹を立ててえらい剣幕でNYTをdisり出したのは、おそらく、「イラク戦争ログ」のときにNYTがちょっかい出してきたのが元だろうと思う（直接のきっかけは、NYTに掲載されたアサンジのプロフィール記事がひどかった、というものだったが）。

私が初めて広島を訪れたのは，原爆投下の22年後のことだった。街はすっかり再建され，ガラス張りの建築物や環状道路が作られていたが，爪痕を見つけることは難しくはなかった。爆弾が炸裂した地点から１マイルも離れていない河原では，泥の中に掘っ立て小屋が建てられ，生気のない人の影がごみの山をあさっていた。現在，こんな日本の姿を想像できる人はほとんどいないだろう。

彼らは生き残った人々だった。ほとんどが病気で貧しく職もなく，社会から追放されていた。「原子病」の恐怖はとても大きかったので，人々は名前を変え，多くは住居を変えた。病人たちは混雑した国立病院で治療を受けた。米国人が作って経営する近代的な原爆病院が松の木に囲まれ市街地を見下ろす場所にあったが，そこではわずかな患者を「研究」目的で受け入れるだけだった。
