エニスキレン爆弾事件から25年

1987年11月8日、日曜日。北アイルランドの西部、ファーマナ州最大の都市、エニスキレン。その日は英国の「戦没者追悼の日 (Remembrance Sunday: 第一次・第二次大戦の戦死者を追悼する)」で、エニスキレンでもほかの都市と同じように、街の戦没者慰霊碑のある広場で、追悼式典が執り行われようとしていた。エニスキレンは英陸軍の連隊が拠点としていた街で、その日、広場に集まっていたのは儀式のパレードを見るために出かけてきた一般市民で、その多くはプロテスタントの高齢者（戦中世代の人たち）だった。

午前10時45分、慰霊碑のすぐそばの建物が爆発した。建物の大きな壁が吹き飛び、一帯は瓦礫に覆われた。

25年前の11月8日にあったことについては、5年前に書いたこのエントリ以上のものは、今の自分には書けないだろう。

犠牲となった人々の中で際立って若いマリー・ウィルソンさんは看護婦で、事件当時、お父さんのゴードンさんと一緒に見物に来ていた。瓦礫の中に埋まってまったく動けない状態で、ゴードンさんが娘に「大丈夫か」と声をかけると、「うん」と返事が返ってきて、手をぎゅっと握り返してきた。ゴードンさんは４度「大丈夫か」と声をかけ、そのたびに「うん」という返事が返ってきていたが、５度目に声をかけたときの「パパ、愛している」ということばが、20歳の娘の最後のことばになった。６度目からあとの「大丈夫か」には、返事はなかった。

“少し話をさせてほしい。アイルランド系アメリカ人がよく俺に、故郷の「革命」がどうのこうのという話をふってくる。自分自身は20年も30年もその故郷には帰っていないのに、「レジスタンス」の話をする。「革命のために命を捨てるという栄光」とか――「革命」ね、クソくらえだ。「革命のために人を殺すという栄光」を語ってみろって。寝ている人をたたき起こして、妻子の目の前で撃ち殺す、それのどこに「栄光」がある？　戦没者追悼の式典で、昔もらった勲章を取り出して磨いて集まってきたようなお年寄りを爆弾で攻撃することの、そのどこに「栄光」がある？　何が「栄光」だって？　人々を死なせて、あるいはこの先ずっと身体が不自由になるかもしれない、あるいは死体になって瓦礫の下に――「革命」の瓦礫の下に、アイルランドでは大多数が望んでもいない「革命」の瓦礫だ。もうたくさんだ！”

現地、8日午前中に行われた追悼礼拝には、北アイルランド自治政府トップのピーター・ロビンソンのほか、英国政府から北アイルランド担当大臣だけではなく内務大臣も参列した。また、エニスキレンと同じ系統の政治的暴力で20歳の息子を奪われたマイケル・ギャラハーさん（1998年オマー爆弾事件被害者遺族組織の代表者）も、赤いポピーの花輪を手向けた。

北アイルランドではちょうど今日、同じ日の同じ時間帯に、先日アフガニスタンで銃撃戦で被弾して亡くなった衛生兵、Channing Dayさんの葬儀もおこなわれていて、夜、帰宅して確認したTwitterの画面には、その葬儀の様子を伝える取材中のジャーナリストのツイートと、エニスキレンの式典の様子を伝えるジャーナリストのツイートが交互に並んでいた。

「最新の進展」というのは、PSNIのHETが事件についての報告書をとりまとめ、Serious Crime Branchにそれを回した、という件。これは英国政府もがっつりやっていく的なことを言っているけれども、北アイルランドのあの時代のああいうことに関しては、英国政府が本気で「真相」を明らかにする方向で動くとはちょっと思えない（IRAであれUVFであれ、ほかのどの武装組織であれ、細かく張りめぐらした「諜報」のネットワークがあって、英国政府にとってはそれを「守る」ことが一番の優先事項だ）。

http://togetter.com/li/404164 には、そういった「ニュース」的なツイート（新聞社のヘッドラインのフィードを含む）と、8日のエニスキレンの式典のライヴ・ツイート（ロドニー・エドワーズさんによる）、および（ここ数年の「UDAとIRAのメンバーの“和解”」の現場をファーストハンドで知っているブライアン・ロウアンの分析などを入れてある。式典には女王（今年、エニスキレンを訪問している）のメッセージも寄せられている。

誰か（おそらくプロテスタントの人）が、「真相究明がセレクティヴにしか行われていない」ということを、「ブラディ・サンデーはあんなに手を尽くして時間をかけているのに、エニスキレンは……」という形で述べている。これは、非対称の紛争について最も厄介な点である。

ブラディ・サンデーは流血の責任を問われたのは「国家」だった（英軍）。国家によって真相がねじまげられ隠蔽されてきた「国家によるテロ state terror」であればこそ、その「国家」が自分たちの責任で、真相究明されなければならなかった。

だが、エニスキレンは？ ブラディ・フライデーは？ （死者は出ていないが）マンチェスターは？

オマー爆弾事件は、刑事責任を問うことは失敗したが、それでもまだ、民事という形で「法廷での真相究明」の取り組みが進められている。エニスキレンなどについては、そのようなことすらこれまでなかったわけだ。

どこかに、あの爆弾を作り、起爆させた人物（たち）がいるというのに。

そういう事件は、ロイヤリスト側の暴力についても、いくらでもある。1974年5月のダブリン・モナハン爆弾事件もそうだし、1994年6月のハイツ・バー銃撃事件もそうだ。ローズマリー・ネルソン弁護士爆殺事件については、一応のインクワイアリが行われたが、その最終報告書は、もやっとするなんてもんじゃないような内容だった。パット・フィヌケン弁護士殺害事件については、そのインクワイアリの行われ方をめぐって英国政府の態度がころっと変わってすべてストップしている。

英軍の暴力だって、「真相究明」されたのはブラディ・サンデーくらいなもので、ブラディ・サンデーの前の夏に同じような形で「カトリックの連中」が射殺されたバリーマーフィー事件はスルーされているし、SASによるいわゆるshoot to killの事例については、SASに問答無用で射殺されたIRAメンバーがそのとき撃ってきていた（SASは自衛した）わけではなくても、「unlawfully killed ではなかった」という結論が導き出されている。

そういう「過去」を、北アイルランドはどうするのか。

Enniskillen survivors plea to McGuinness over attack

One former officer with detailed knowledge of the (HET's) investigation says he does not believe there will be a conviction unless someone with direct knowledge of the attack comes forward and provides information about who was responsible.

It has been claimed that Deputy First Minister Martin McGuinness could be in a position to provide such information.

Questioned about the bombing during the Irish presidential election campaign last year, Martin McGuinness denied he was a senior figure in the IRA and the time and said he felt "ashamed" by the attack.

The killings had huge repercussions for the IRA. In addition to public and political outrage at home and abroad, the bombing provoked heated debate within the IRA and Sinn Fein about future republican strategy. Many say that debate helped form the foundation for the peace process that eventually led to the IRA declaring a ceasefire and Sinn Fein taking seats at Stormont.

Libya, which had provided the IRA with tonnes of weapons, including the military explosive Semtex, also withdrew its support.

In a statement, Colonel Gaddafi's government said: " Libya is aware of the difference between legitimate revolutionary action and terrorism aimed at civilians and innocent people. This action does not belong to the legitimate revolutionary operation."

I also wanted to know had she suffered and it took 17 years to actually get it properly confirmed that she hadn't.

In one way it does seem a lifetime and 25 years there are adults that it is their lifetime.

Just being here I've met people that I never met before that have got some different story about things that relate to my mother on that day that I'd never heard before and then it triggers some other memory that maybe you hadn't thought of in years and years.

Although in some ways it's quite hard it's actually also quite therapeutic and cathartic and it's one of the main reasons I've come home, more so in many ways than the actual act of remembrance although that's also very important.

I want justice. I think that justice is very important. I always consider that justice is a fundamental building block of a decent society.

There is some notion that it shouldn't matter any more, that after 25 years it's somehow less evil now but it's not, it is just as evil.

(The IRA also targeted the village of Tullyhommon, 20 miles from Enniskillen, where members of the Boys' and Girls' Brigades were holding a Remembrance Day parade. The bomb was four times the size of the Enniskillen device but it failed to detonate.)

The bomb in Enniskillen was a smaller bomb. If the bomb had gone off in Tullyhommon we'd have had the mass slaughter of children.

I went to the reception area, sat down, gathering my thoughts - desperately trying to think about what I should do next, when it occurred to me that I was the only reporter there at that particular time.

As journalists do, I starting asking myself 'where is everybody else and shouldn't I be where they are?'

It was then that I noticed a man standing amongst a small group of people in one of the corridors leading off reception.

He was tall and his hair was grey, as grey as his once dark suit which was covered in masonry dust. Something urged me to go forward and try to interview him but equally something else prevented me from doing so.

That man I believe was Gordon Wilson.
