バタシー発電所再開発計画がまた頓挫。

ロンドン、テムズ川南岸にしゅっとした煙突が4本立っている。ピンク・フロイドのこのアルバム（1977年作品）のこのジャケで知られる、バタシー発電所跡だ。

ここの再開発（建物を保全した上での再利用）が、また頓挫したという話。

They bought the 16-hectare site with the derelict London landmark, Europe's biggest brick building, which has stood empty since it was decommissioned 28 years ago, for £400m in 2006. Five years later, their Real Estate Opportunities (REO) vehicle had run up debts of more than £500m and still not found an investor for the south-west London site.

REO's main lenders – Lloyds Banking Group and Ireland's state "bad bank", the National Asset Management Agency (Nama) – lost patience and put the power station holding company into administration in the hope that this would facilitate a sale of the site. ...

世界大恐慌前の1920年代に計画され、1930年代に稼動しはじめたこの火力発電所（石炭を燃やしていた）は、ピンク・フロイドの上記作品が制作されたころには、既に、発電所としての役割を終えつつあった。そして1980年代に完全に停止されるころには、建物はGrade II（「重要文化財」のような位置づけ）の指定を受けていた。つまり、「将来にわたって取り壊さない建物」というステータスを得ていた。この指定を受けた建物は、再開発される場合、外観など保ったままにしなければならず、再開発には自治体の審査というか許諾が必要となる。

そして、バタシー発電所は80年代からいくたびも、再開発計画が持ち上がっては頓挫してきた。その一連の経緯を説明しているのがガーディアンの下記写真集。

まず1987年にJohn Broomeが「ディズニーのような複合娯楽施設」を考えたが頓挫（写真集2枚目）。その後、「英国病」の深刻な不況の時代を挟んで、2001年にはシルクドソレイユの常設劇場としての再開発計画が許可されたが（写真集4枚目）、これも放置（同5枚目）。

2005年、今度は香港のParkviewというディヴェロッパーと超有名な英国の建築家、グリムショーとによる複合施設（ショッピングセンター、レストラン街、映画館、ホテル、ヴィクトリア＆アルバート博物館の別館などなどから成る）というえらくバブリーな案ができ（写真集6〜9枚目）、着工しそうな感じだったのだが（同10枚目）、これもいつの間にか頓挫していた。（このとき、煙突の強度の問題があり壊さなければならないとかいう見解が出され、ひと悶着あった。）

そして2006年に「ケルトの虎」ことアイルランド共和国の富豪の会社、Real Estate Opportunities (REO: すごい社名だ) がParkviewからこの施設を買い取った。同社は08年に、えらく野心的な「エコ・ドーム」などを含む計画を立案したが（同13〜16枚目）、これはおそらく景観上の問題でロンドン市長が拒否権を行使（同17枚目）。その後も修正案か別の案で進めていたようだが、REOは資金調達できず、債務支払い不能状態が続き、結局アドミニストレーション入り。計画は完全に頓挫した。

REOの再開発計画は、建築家はラファエル・ヴィニオリ（東京国際フォーラムの人）だったそうだ。そのほか、経緯は下記ウィキペディアに詳しい（ソースもしっかりついている）。ヴィニオリはREOの後でここの再開発に乗り出すんではないかと言われている「ロンドン西部の青いところ」とも契約したらしい。

They failed to repay £324m of debt owed to Lloyds Banking Group and Ireland's National Management Asset Agency.

The collapse of REO's plans endangers a wider project to regenerate the area and build an extension of the Northern Line from Kennington, with REO having pledged to contribute £203m. Keith Garner of the Battersea Power Station Community Group, which had opposed the Irish company's plans, called for the power station to be returned to the public sector, with repairs to be funded by the Heritage Lottery Fund.

"For the Battersea Power Station Community Group it is just another 'new beginning' as the fourth developer limps off stage to boos and jeers," the group said on its blog. ...

The Battersea Power Station Community Group wants the turbine hall turned into an exhibition centre – a showcase for British design and manufacturing – with offices and flats on the upper floors. Garner held up the successful revamp of the former Dean Clough Mills in Halifax, once the world's largest carpet factory, as an example. He has tried to get Google UK interested, which is based in nearby Victoria and needs more space.

ガーディアンの写真集では最後、ブタが空飛んでるんだけど、「ありえないことが起きる」という展開にはほど遠い、非常に現実くさいお話でした。
