最近のReal IRAの活発化について、少しだけメモ

ちょうど2年前、2009年4月14日のエントリ。

2009年04月14日　Real IRA、イースター声明で、デニス・ドナルドソン殺害(2006年)を認める。

デニス・ドナルドソンは、ジェリー・アダムズらシン・フェインの最上層部に非常に近いところにいた人物で、ボビー・サンズと肩を組んでいる写真があるくらいの「大物」だが、実は英国に情報を流していたことが2005年に明らかになり、シン・フェインを追放された。そして数ヵ月後、アイルランドのタブロイド紙に「激撮」され、直後の2006年4月4日、密かに暮らしていたドニゴールの電気も通っていないようなコテージで、射殺された。

この事件から3年後、Real IRAがドナルドソン殺害を認めたのだが、正直、「自分たちの手柄にしようとしている」のではないかと思っていた。2006年当時はReal IRAは弱体化していると報告されていたし、治安当局のマークもついていると考えるのが妥当だったからだ。

しかしどうやらそれは間違っていたらしい。つまり、ドナルドソン殺害は、本当にRIRAだったらしい。それが報告されたのが4月13日のことだ。

13日、デニス・ドナルドソン殺害への関与の疑いで、2人が逮捕されている、との報道が出た。英国のメディア、ベルファストのメディアでも報告はあるが、アイリッシュ・タイムズが最も詳しかった（ドニゴールの地域メディアを見れば、もっと詳しい話が見つかるのかもしれない）。

1人目は昨日（12日）に逮捕された70歳男性。2人目がこの記事のメインの、30代の男性だ。いずれもアイルランド共和国の「テロ法」であるthe Offences Against The State Act (1939) のSection 30で逮捕されている。

There was initial suspicion that Donaldson may have been killed by members of the Provisional IRA because he had worked as an informant for British intelligence for two decades. But three years after the killing the Real IRA said it had murdered him.

Senior security sources said last night that gardaí now accept the Real IRA admission is valid.

この2人の逮捕については、いくつか記事をクリッピング（ブクマ）してある。逮捕された容疑者の年齢については、70歳とか69歳とか、30歳とか31歳とかいう混乱が見られる（ということは、警察発表が行なわれていないということを示唆する）。

さて、注目すべきは、ここで2人とも逮捕の根拠となっている（と報じられている）のが「テロ法」のSec 30である、ということだ。「刑法」ではない。

デニス・ドナルドソンの殺害は、直接的には「殺人罪 murder」であるはずだ。しかし逮捕の根拠が「テロ法」ということは、殺害そのものというよりほかの要因での逮捕ということをうかがわせる。

「〜をうかがわせる」というより、うかがっているのはこちらなのだが。

警官爆殺事件のあったオマー近郊の集落と同じくティローン郡に属するCoalislandのあたりで、RIRAのものすごい武器庫が見つかった、という報道である。詳細は、7日にブクマしてある。

武器庫が見つかったのは、オマー（近郊の集落）で警官のローナン・カーさんが爆殺された事件の捜査において（←この時点で、もうね……）。このとき見つかった武器弾薬爆薬類は：

Police hunting for those responsible for the car bomb attack on the 25-year-old constable seized four Kalashnikov rifles and suspected Semtex from a garage unit near Coalisland on Tuesday night.

Components for rocket launchers, ammunition, six loaded magazines, timer power units, detonators, incendiary bombs and other explosive devices were also recovered from a number of stolen vehicles in the unit on the Mountjoy Road in Brockagh.

Details of the haul were only made public following Pc Kerr's funeral on Wednesday, shortly after the arrest was made in the Dunbartonshire area of Scotland.

つまり、カラシニコフ4丁、セムテックスと思われる爆薬（これは後日、セムテックスであることがほぼ確定していたと思う。ただし裁判までは100パーセントの確定ではない）、ロケット・ローンチャーの部品、装填された弾倉が6点、ほか爆弾を作るために必要なタイマーユニットなどなど。

これらが火曜日の夜に発見されていたが、殺害された警官の葬儀が水曜日に行なわれるのを待ってから公表された。また、この武器の発見に関連して、スコットランドで男性が1人逮捕されている。

……スコットランドで。

この男性は26歳で、殺害された警官（25歳）と同世代。北アイルランド紛争が「終わった」1998年にはまだ中学生だった世代だ。

そして9日、この男性はティローン出身で、オマーでの警官爆殺に関与した容疑で逮捕された、とサンデー・ライフ（ベルファスト・テレグラフの日曜）が報じた。

The Co Tyrone man was arrested in Scotland less than 72 hours after Ronan was killed in a booby trap car bomb attack in Omagh last weekend.

恐ろしいのはこの記事の結びである。

Security sources believe the Real IRA built the device and passed it to members of the renegade East Tyrone IRA who targeted the Catholic police officer.
治安当局筋は、Real IRAが爆発物を組み立て、本部と袂を分かった「イースト・ティローンIRA」にそれを渡し、イースト・ティローンIRAがカトリックの警官を標的としたと見ている。

イースト・ティローンIRAは、ウィキペディアに項目がある。思想的なバックグラウンドがベルファストのIRAとは少し違っていて……というかウィキペディア読んでください。80年代の話だけれども。

The theory involved creating "no-go zones" that the security forces of Northern Ireland did not control and gradually expanding them to make the country ungovernable. Lynagh's strategy was to start off with one area which the British military did not control, preferably a republican stronghold such as east Tyrone. The South Armagh area was considered to be a liberated zone already, since British troops and the RUC could not use the roads there for fear of roadside bombs and long-range harassing fire. Thus it was from there that the IRA East Tyrone Brigade attacks were launched, with most of them occurring in east Tyrone in areas close to south Armagh, which offered good escape routes. The first phase of Lynagh's plan to drive out the British security forces from east Tyrone involved destroying isolated rural police stations and then intimidating or killing any building contractors who were employed to rebuild them.

この武装集団は、1987年5月に警察の施設を襲撃してSASの逆襲にあい、リーダーを含む8人が射殺されている。（その後も活動は継続。）

で、今回示唆されているのは、こういう「伝統」を有するフィジカル・フォース・リパブリカニズムの集団が、完全に地下活動化しているにせよ、80年代、90年代と同じ調子で活動を継続させているということだ。

シン・フェイン（とIRA）の主流（ジェリー・アダムズ、マーティン・マクギネスら）が、「伝統」から遠ざかり、「英国によって南北に分けられたアイルランドのそれぞれの議会を認める」、「北アイルランド自治政府において、ユニオニストと権限を分かち合う」、「警察とは敵対ではなく協力の関係に移行する」など大きな決定をするたびに、「我々が戦ってきたのは、仲間たちが死んできたのは、そんなことのためにではない」として、「一部」が主流から離脱してきた。

80年代には「議会」をめぐってRSFとContinuity IRAがIRA本体 (Provisional IRA) から分派し、98年のグッド・フライデー合意のときに32CSMとReal IRAが分派した。

一方、本体のPIRAはどうしていたかというと、2005年7月には武装活動停止を宣言し：

これを前提に、ユニオニスト側（DUPとUUP）との権限分担での自治を実現するための政治交渉が本格化し、紆余曲折の末、2007年3月にDUPとシン・フェインの間で合意が成立し（イアン・ペイズリーとジェリー・アダムズが初めて直接顔をあわせた）：

……というように「政治」は進められてきたのだが、一方でその流れを苦々しく思う人々がいて――その理由としては、「われわれの闘いはこんなことのためにあったのではない」、「これはBritとの妥協である」という政治的・思想的なものが大きいのだが、「結局アダムズとマクギネスがおいしい思いをしている」というものもある――、今もなお続く武装活動はその文脈上にある。

そして、その武装活動を行なっているのが「非主流派リパブリカン dissident republicans」と呼ばれている。具体的な勢力としては、Continuity IRA (CIRA), Real IRA (RIRA) とOglaigh na hEireann (ONH) の3つが活発である（「紛争」時代から活発だったINLAは、特にRoIでのギャングとしての活動は継続されているが、武装組織としてはもはや活動実態はないという）。

……というのがこれまでの説明だったのだが、その3勢力のほかに「イースト・ティローンIRA」が、というのが上記の「ティローンで大量の武器弾薬爆薬発見、スコットランドで男を逮捕」の記事にある「警官爆殺はReal IRAとイースト・ティローンIRAの犯行」という短い記述だ。

いやぁ。

「芋づる」というか何と言うか。

ここまでまとめると、警官爆殺事件→RIRAの武器庫発見→（たぶん）スコットランドのセルもしくは活動拠点発見、（たぶん）イースト・ティローンIRAとの関連浮上、（たぶん）デニス・ドナルドソン殺害事件との関連浮上、ということになる。

ベルテレさんの見出しにある "van left at underpass" とは、9日（土曜日）にベルファストとダブリンを結ぶA1道路（日本でいうと東名高速相当と思われ）の、ダウン州ニューリー（という都市）の陸橋の下に放置されていたヴァンのこと。このヴァンには500ポンド（250キロくらい）の爆発物が積まれていた。ものすごいガチなカーボム。詳細は下記など。

ニューリーでは昨年、2010年2月23日にコートハウス前に放置されていた車が爆発し、建物のドアに損傷が出るなどしている。

このコートハウスのボムのサイズが250ポンドだったから、今回は倍。しかも置かれた場所が幹線道路とか、気が狂ってる。

さらに気が狂っていることに、警察が道路を完全に封鎖せず、トラフィック・コーンと「通行禁止」の看板を出しただけだったのでみなさん自主的にそれをどかし、問題の車の脇を一般車両ががんがん通るというおそろしい事態に。

まあ、それはどちらかというと余談なんだけど。

で、このニューリーの高速道路のカーボムがReal IRAでは、というのが上にリンクしたベルテレさんの13日付記事なのだが：

これがまあ、短いんだけど読後感最悪。いわく：

The Real IRA was behind a massive van bomb found abandoned outside Newry last week, it has emerged.
先週のニューリー周縁部でのボムはReal IRAのしわざであることがわかった。

Dissident sources last night confirmed that a codeword, used in two bomb warnings to Daisy Hill Hospital and a local charity, was previously used by the paramilitary group.
非主流派リパブリカン筋が昨晩、病院とチャリティ団体へよせられたボムの警告で用いられた暗号（符牒）が、以前RIRAによって用いられたものと同じであると断定した。

Sources say the 500lb bomb was abandoned at an underpass close to the main A1 Belfast to Dublin Road last Thursday night due to a heavy police presence in the area.
情報筋によると、爆発物を積んだ車がA1道路に乗り捨てられたのは、その一帯に警察の姿が非常に多かったため（市街地までいけなかった）のだという。

The discovery of the bomb came just days after PSNI constable Ronan Kerr was murdered in Omagh after a bomb exploded under his car.
このカーボムが見つかった数日前には、車に仕掛けられたボムによって警官が爆殺されている。

Although there has been no official claim of responsibility, a Co Tyrone-based "independent" republican unit, with close links to the Real IRA, has been blamed for that attack.
犯行声明はどこからも出ていないが、ティローン州を拠点とし、Real IRAと近い関係のある「独立した」リパブリカンのユニットが犯行をおこなったと考えられている。

Meanwhile, police say they are still awaiting the results of tests on an arms haul recovered during a raid in Brocagh, near Coalisland, last Tuesday.
一方で、警察によると、先の火曜日にCoalisland近くのBrocaghでの家宅捜索で押収された武器類の調査が進められている。

Items found included four assault rifles, an amount of Semtex, ammunition, timer power units, detonators, component parts for bombs and incendiary devices.
見つかったのは、アソルトライフル4丁、セムテックス、弾薬、タイマー・パワー・ユニット、起爆装置、爆発物の部品など。

Dissident sources say the weapons belonged to the Real IRA. Sources also say that ballistic tests may link at least one of the weapons recovered to previous Real IRA attacks.
非主流派筋によると、これらの武器類はReal IRAのものだとという。また、弾道検査をすれば、押収された武器の少なくとも1点は、以前のRIRAによる攻撃に関連付けられる可能性もある、ということだ。

おそらくこの「以前のRIRAによる攻撃」が、デニス・ドナルドソン殺害だと思う。流れ的に。

ほんで、武器の発見でスコットランドで26歳男性が逮捕されたことは上述の通りだが、デニス・ドナルドソン殺害に関連してドニゴール（アイルランド共和国）で逮捕された容疑者の1人もスコットランドの居住歴がある。

The 31-year-old suspect, from the Annagry area of Donegal, and another man, aged 69, from the Dungloe area, were both detained by gardai within the space of 24 hours.

Both men are currently in custody at Letterkenny Garda Station under Section 30 of the Offences Against the State Act and can be held for up to 72 hours.

The 69-year-old is being question on suspicion of withholding information. It is understood he had been living in Scotland for a period of time.

The developments come the week after Mr Donaldson's family claimed British state agencies, particularly the Special Branch, had secret information that could shed new light on the murder.

うは。

以下、やや「陰謀論」になるんですが、Real IRAってのは本当に「リパブリカン」の組織なのかが怪しい、という主張が常にある組織で、彼らの犯行で最初のものであり、現時点で最大のものであるオマー爆弾事件（1998年8月15日）も「英当局の関与」があると考えられている。その「関与」がどういうものかは諸説あるのだけど（「積極的関与」、つまり「英治安当局の自作自演」に近い説を主張しているのが、現在RoIで獄中にあるRIRAのリーダー、マイケル・マッケヴィットの側、そこまで思い切った説でなく「英当局は情報をつかんでいたのに放置していたのではないか」と考えている人々はBBCの取材チームをはじめ、非常に多い）。デニス・ドナルドソンのご遺族の主張は、おそらく、そういう文脈で見るべきことだと思う。

先日英国側の報告書が出されたが（「関与なし」の結論で）、キーラン・ドハーティ殺害事件（デリーのRIRAの幹部で、麻薬に関連して身内によって処刑されたと考えられている）で、ご遺族が「キーランの死には直接MI5が関与している」と主張していた件なども参照。

というわけで、RIRAが次のようなことに関与してますよ、というお話でした。
・オマー近郊での警官爆殺
・デニス・ドナルドソン殺害
・かなりの規模の武器の備蓄（含むSemtex...ところで、Semtexって今もチェコ国外に出てるのかなあ。ウィキペディア見ると建築物解体などで使われる国内需要分だけ生産しているっていう感じなのだが。もし昔のSemtexである場合は、Provisional IRAの「武装解除」の中身が怪しくなる。）

そうそう、Real IRAがドナルドソン殺害を認めたのはイースター声明（1916年イースター蜂起を記念する声明で、アイリッシュ・リパブリカン各組織がそれぞれ出す、というかイースター蜂起記念パレードで読み上げる）だった。

今年もイースター声明で何かあるかもしれないね。今年のイースターは4月24日だ。
