要点は：

Jacqui Smith announced three significant changes to support British workers and to be more selective about the migrants coming to the United Kingdom from outside the EEA. From 1 April the Government will:

* strengthen the resident labour market test for tier 2 skilled jobs so that employers must advertise jobs to resident workers through JobCentre Plus before they can bring in a worker from outside Europe;

* use each shortage occupation list to trigger skills reviews that focus on up-skilling resident workers for these occupations, which will make the United Kingdom less dependent on migration for the future; and

* tighten new criteria against which highly skilled migrants seeking entry to the United Kingdom are judged, by raising the qualifications and salary required for tier 1 of the PBS to a Master's degree and a minimum salary of £20,000.

PBS = points-based system

つまり、ポイント制でのTier 1の要件がMasterの学位と、年収£20,000に引き上げ、ってこと？ つまりただの「大卒」ではTier 1はダメで、「修士号」が必要って？ 年収の「£20,000」は今のレートでも270万円くらいだから、Tier 1に入るような日本の人には引き上げはあまり響かないかもしれないけど、Master必須はちょっと影響あるのではと思います。（一応、現行のTier 1の要件についてのページの魚拓。現行は大卒が30 pts, Masterが35 pts,　PhDが50 ptsということだった。）

Smith signalled that raising the qualification levels for tier 1 – the most highly skilled migrant route – could cut the numbers from 26,000 to only 14,000 a year. The new criteria will require a master's rather than a bachelor's degree and a job offer with a minimum salary of £20,000 rather than £17,000.

ポイント制導入のときにホーム・オフィスはしつこいほどflexibility と言っていたのだけれど、それはこういう意味のようです。

ていうかTier 1の「外国人労働者」を制限することの意味がよくわかりません。そういう人材（医者とか）が足らないから特別待遇枠作りましたよ、ってのが数年前の話だったはず。

あと、HOの文書には書いてないっぽいのだけど、ガーディアンのほうに：

The package includes possible moves to prevent the families of skilled migrants working in Britain and restricting skilled migrants to taking jobs only in occupations with shortages.

とあるので、専門職でワーパミ取った人の同行家族として渡英する場合、家族は基本的に就労不可となる（人員が足らない仕事しかできない＝「雇用主が英国人・EU人の採用をかけても業務に適する人が見つからない場合に限る」という意味）ということで。

あー、なんか変化のスピードが速すぎてついていけないし、消化しきれないです。

今回の制度改定の背景については、HOのページにもガーディアン記事にも書かれていますが（ジャッキー・スミス内務大臣の言葉を引いて）、ひとことでいえば「不況」です。

ますます80年代じみてきた……。
