やっと! ようやく! ついに! 正常化するみたいです。152日の政治空白の後に。

Deal brokered to end NI deadlock

The DUP and Sinn Féin have come to an agreement on the devolution of policing and justice powers designed to bring a 152-day deadlock at Stormont to an end.

Northern Ireland's first and deputy first ministers have set out a series of steps to be taken before policing and justice can be devolved.

The executive will meet on Thursday, 20 November, and on a weekly basis until business is up-to-date, they said.

"We are both agreed that policing and justice functions should be devolved, every leading politician in this community is committed to this outcome," Mr McGuinness said.

"The agreement we have reached represents a very satisfactory resolution of the most difficult issues relating to the modalities of transferring power and meets all of the publicly expressed concerns," Mr Robinson said.

"We believe these arrangements are capable of gaining the confidence of the community and we look to the prime minister to make good his commitment of helping to resolve the financial arrangements relating to the devolution of these powers."

The prime minister thanked the first and deputy first ministers for their "statesmanship".

"I believe that Northern Ireland will now send a signal of hope to the rest of the world that even the most difficult problems that cause the most hard negotiations and difficult times can be resolved," he said.

Secretary of State Shaun Woodward said the move was "historic".

えらく儀式的。んでもって北アイルランド担当大臣の「歴史的」は……ブレアのころに何かというと連発されていたこの「歴史的」という語は、北アイルランドに関してはもうあまりに陳腐化していて何の意味も持たないというか、一番盛り上がったのはやっぱりペイズリー・アダムズ会談のときだよねー。

"This is homegrown, it is something authored by the politicians of Northern Ireland. It will mark a maturing of the political process, and a maturing of democracy here which shows the politicians of Northern Ireland can assume control," he said.

「あらぁ、ひとりでお着替えできるようになったの。おばあちゃんうれしいわぁ」みたいな。あほくさ。

政治機構としては、NI専属のアトニー・ジェネラルというポストができて、John Larkin QCがDUPとシン・フェイン両党から招かれている、と。

But John Larkin QC, for the BBC and The Irish News, argued that his clients should be allowed to call people who may recognise Haddock by appearance and could identify him as being involved in serious crime.

コメント欄……んー、そういうことなのか、やはり? でも反論もあるな……結局いつものあれか、「どっちが勝った」という形にしないってやつ。

本質的に敵対している勢力どうしのパワーシェアリングという点で、すごく興味深いことになっているような気が。でもすっごくめんどくさい。どっちが勝ったとかもうほんとに。Sluggerのコメント欄も変だし。

タイムテーブルはないらしい。ということはまだ何度かゴタゴタがあるんだろう。

Part of the problem for Sinn Fein parliamentarians (including the Deputy First Minister) is that party strategy is decided upon by President Gerry Adams and his core kitchen cabinet, few of whom are known to the general public. Recently the party seemed to publicly disavow the contents of a letter signed and approved by both McGuinness and Robinson in August.
